Inirekomenda ng Senado ang agarang pag-alis kay Southern Luzon Command chief Lt. Gen. Antonio Parlade Jr. sa kanyang tungkulin bilang tagapagsalita ng anti-insurgency task force ng pamahalaan.

Ito’y matapos pagtibayin ng kapulungan ang report ng Senate committee on defense sa kanilang imbestigasyon hinggil sa diumano’y red-tagging ng mga opisyal ng militar.

Isa sa inaprubahang pag-amiyenda sa report ay ang rekomendasyon ng pag-alis kay Parlade sa National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) dahil sa kanyang designation na isang paglabag sa Konstitusyon.

Nakasaad sa Article 16, Section 5, Paragraph 4 ng Saligang Batas, na walang sinomang miyembro ng Armed Forces of the Philippines (AFP) na aktibo sa serbisyo ang puwedeng italaga sa anumang kapasidad sa isang civilian position sa gobyerno.

“Consistent with the aforementioned constitutional provision and as a matter of policy, we recommend that Lt. Gen. Parlade be immediately relieved of his duties as spokesperson of the NTF-ELCAC,” ayon sa committee report.

“We should prevent the potential conflict between the policies of the NTF-ELCAC and the mandate of the security sector by engaging a spokesperson who does not hold concurrent mandates in the security forces. This should be a prerequisite for a Spokesperson in the faithful performance of his official duty,” lahad pa sa report.
