Expert Calls South Korean President’s Martial Law Declaration a Miscalculation, Potentially Empowering North Korea
An expert has criticized South Korean President Yoon Suk Yeol’s short-lived declaration of martial law, describing it as a “blunder” and a potential attempt to consolidate his power amidst opposition backlash. The move, which prompted condemnation from opposition lawmakers, may have backfired politically.
The opposition is pursuing impeachment proceedings against President Yoon, requiring a two-thirds majority in parliament and the support of at least six constitutional court justices. A motion has been submitted and could be voted on as early as Friday.
Sung-Yoon Lee, a global fellow at the Wilson Center, suggests the declaration was a desperate attempt by Yoon to assert dominance and counter opposition efforts to hinder his reform agenda. However, Lee views the action as a significant political misstep, potentially even a legal violation.
The six-hour martial law declaration, reminiscent of past authoritarian practices, caused widespread shock. While no major violence ensued, and the declaration was swiftly revoked following a unanimous rejection by lawmakers, it revived memories of past suppressive regimes.
President Yoon’s announcement included a pledge to eliminate “anti-state forces” and accusations of opposition sympathy for North Korea. Lee believes North Korea will likely exploit this situation to its advantage.
Lee anticipates provocative statements and hostile actions from North Korea, with the regime likely blaming Yoon for the crisis and portraying the opposition’s actions as a response to Yoon’s perceived hostility.
If impeached, Prime Minister Han Duck-soo would assume the presidency. The constitutional court’s current composition, following recent retirements, means all six justices would need to vote for impeachment to remove Yoon from office. Given that four of the six justices were appointed by Yoon, the outcome remains uncertain.
Lee acknowledges the possibility of the constitutional court authorizing Yoon’s impeachment, but emphasizes that the situation is still developing.
