Report: Russia Issues Demands to US as Condition for Ending Ukraine War

According to Reuters, citing sources familiar with the situation, Russia has presented the U.S. with a set of demands that it insists must be met before the conflict can be resolved.

The news outlet reports that these demands also aim to redefine the parameters of the .

This list of demands was revealed shortly after Russia’s Defense Ministry announced its forces had seized Sudzha, the largest town in the Kursk region previously affected by Ukrainian incursions following the August 2024 cross-border offensive. This takeover occurred after President Vladimir Putin visited military headquarters in the region to consult with military commanders.

While the specifics of Russia’s demands remain undisclosed, sources suggest they mirror previous conditions presented to Ukraine, the U.S., and NATO.

Reuters’ sources indicate that Russian and American officials have been engaged in discussions regarding these terms, both in person and virtually, over the past several weeks.

Prior demands included preventing Ukraine from joining NATO, an agreement prohibiting the deployment of foreign troops to Ukraine, and international recognition of Russia’s claim to Crimea and four other provinces.

As of Wednesday, President Donald Trump was awaiting confirmation from Putin regarding a proposed 30-day truce, which Ukrainian President Volodymyr Zelenskyy had agreed to during ceasefire talks in Saudi Arabia.

Also on Wednesday, the Kremlin stated it was awaiting further details of the proposal before commenting. has stated he would brief Russia.

“We’re going to bring it to them directly,” Rubio told reporters, in reference to Russia. “We’re going to say that Ukraine is prepared to stop all battlefield activity and begin an immediate process of negotiating an enduring end of the war. And we’ll see what their response is. If their response is yes, then we know we’ve made real progress, and there’s a real chance of peace. If their response is no, it will be highly unfortunate, and then it’ll make their intentions clear.”

has expressed a desire for a permanent resolution to the conflict and has not accepted any compromises.

A source has indicated to that Trump’s special envoy to the Middle East, Steve Witkoff, is scheduled to travel to Moscow this week.
