SUSPECTED members of the New People’s Army (NPA) bombed a road construction site in Barangay Camindangan, Sipalay City, Negros Occidental on Thursday night, March 24.The explosion damaged the backhoe owned by the Jaime B. Enterprise, Sipalay City Police Station chief Major James Latayon said.Latayon said they are yet to determine the amount of damage. The watchmen of the construction site located in Sitio Cagay told the police that about 30 to 50 armed men, who were clad in civilian clothes and bandoliers, arrived and instructed them to leave. They heard a loud explosion about an hour later and when they checked, they found out that the backhoe was already damaged, Latayon said.He said the suspects, who immediately fled after committing the atrocity, used an improvised explosive device.Aside from the NPAs, Latayon also said that there is a possibility that a different group could also be behind the incident. The bombing incident in the city took place almost a month after suspected NPA members also burned two heavy equipment in Kabankalan City.Meanwhile, the former underground movement also called “Ugmo” of the Communist Terrorist Group (CTG) in Hinigaran withdrew their support and publicly condemned the human rights violations of the NPA during the Local Peace Engagement (LPE) and Condemnation Rally held at the Covered Court in Barangay Pilar in the town Wednesday, March 23.The Hinigaran Municipal Task Force-National Task Force to End Local Communist Armed Conflict (Elcac) together with the 62nd Infantry (Unifier) Battalion, 32nd Civil Military Operations Company, 3rd Civil Military Operations Battalion, the local police, and 2nd Negros Occidental Provincial Mobile Force Company facilitated the activity. It was aimed at denouncing the 53 years of brutal killings, extortion, recruitment of minors, sowing chaos and destroying civilian properties by the NPA which was attended by the four organizations under the Pilar Agrarian Reform Beneficiaries Federation Inc. (Parfbi). These organizations were formerly attached to a peasant group known as Kilusang Magbubukid ng Pilipinas (KMP), one of the legal front organizations of the NPA and victims of deceit and source of CTG for their financial, material, and other logistic support, military records showed. The activity was highlighted by a symbolic burning of the NPA flag to show that these peasant organizations no longer agreed to the wrongdoings of this group.Jocelyn Noble, chair of Parbfi, said she is thankful to the Philippine Army, police, local government unit, and other agencies as she stressed that they no longer want to be victimized by the NPA.“We know and realize the importance of being on the government side especially now that we already feel and avail the government programs,” Noble said, adding that “we don’t want to repeat what happened to my family that was ruined by these communist terrorists who killed my father for refusing to join their group.
