The proposed OMB rule handing political appointees final say over federal research funding isn’t just a minor procedural tweak. It’s a direct sledgehammer to the foundation of U.S. scientific leadership built over 80 years, rooted in Vannevar Bush’s landmark “Science—The Endless Frontier” framework. No amount of bureaucratic spin can hide that this move upends the merit-based review system that made U.S. research the global gold standard.

In 1944, FDR wrote to Vannevar Bush, head of the WWII-era U.S. Office of Scientific Research and Development, asking how wartime science could drive peacetime public good. Bush’s response laid the groundwork for the National Science Foundation, which awards grants via expert peer review instead of political favor. Federal agencies spent nearly $50 billion on basic research alone in 2024, with 99% of new U.S. drugs from 2010 to 2020 relying on that funding.
The existing system already has well-documented flaws, no one denies that. Many scientists spend nearly half their working hours drafting grant applications instead of running experiments. Current rules favor narrow, specialized work over the interdisciplinary research needed to solve crises like climate change and untrustworthy AI. Most federal grants also fail to cover the large-scale computing power modern research teams require to make progress.
The proposed rule changes come after 18 months of already bruising cuts and interference for U.S. science. Bipartisan congressional pushback rolled back the deepest proposed funding cuts, but damage was already done. Funding flows were frozen mid-cycle, existing experiments were halted, new project launches were delayed, and collaborative work with global research teams was disrupted across every field from medicine to physics.
Fixing the system’s flaws doesn’t require throwing out Bush’s core principles entirely. Cross-sector collaboration between government, academia, industry and philanthropy already delivers results, with private philanthropic funding now matching output from top federal agencies. International talent drives nearly half of U.S. STEM graduate programs, and three of six 2025 U.S. scientific Nobel laureates were born outside the country. Restricting that flow or tinkering with basic research support will only erode U.S. competitiveness.
The U.S. will cede its global science leadership position to rival nations within 15 years if the OMB rule takes effect as written.
