The Iran war is not just a humanitarian and geopolitical disaster. It is lighting a fuse under the Middle East’s already fragile climate stability. The region has long sat at the intersection of two slow-burning crises. One is decades of recurring conflict, from civil wars in Syria, Libya, and Yemen to repeated cross-border strikes. The other is a climate crisis that has pushed populations to the edge of habitability. Temperatures here are set to rise twice as fast as the global average this century. Droughts have shattered records, and water rationing is already a daily reality for millions. Scholarly research has long mapped the feedback loop between these two crises. Water scarcity driven by climate change fuels social tension, which spills into conflict. Conflict in turn destroys infrastructure and diverts resources, making climate adaptation even harder. For years, analysts have warned this dynamic would reach a breaking point. The region already hosted 24.3 million forcibly displaced people before the latest war flared. Few expected that breaking point to arrive with such deliberate, avoidable speed.
The breaking point arrived Wednesday, when Donald Trump spoke to reporters at the NATO summit in Ankara. He declared the initial agreement to end the US-Iran war “over.” The two sides had traded military strikes for the two days prior. His statement erased any remaining hope of a durable lull. The strikes that followed did not just target military assets. They hit the infrastructure that keeps populations alive in a water-scarce region. On March 7, Iran accused the US of attacking a desalination plant on Qeshm Island. The island sits in Hormozgan province, near the Strait of Hormuz. Iranian Foreign Minister Abbas Araghchi said the attack cut water access for 30 villages. The very next day, Bahrain blamed Iran for a drone strike that damaged its own critical desalination plant. Around the same time, the United Arab Emirates reported an attack on its Fujairah F1 power and water plant. Iran also reported damage to two water reservoirs from early June US strikes. The strikes hit the southern towns of Jask and Sirik, leaving thousands without drinking water. Desalination supplies more than two-thirds of total water demand in some MENA countries. These are not random targets. They strike at the core of the region’s already fragile climate resilience. Strikes on oil and chemical infrastructure have added another layer of harm. WHO Director-General Tedros Adhanom Ghebreyesus issued a stark warning about early war strikes. The strikes hit Iran’s Shahran oil depot and Tehran’s Shahr-e Rey refinery, and risked contaminating food, water, and air. The health risks fall heaviest on children and the elderly. The economic toll piles on top of these immediate harms. The war has caused at least $58 billion in damage to Gulf energy infrastructure. Tourism revenues have dropped by around $600 million a day since hostilities began. Governments have far less money to spend on climate adaptation or water scarcity solutions. This comes amid a broader “great aid recession.” Eight of the ten largest humanitarian donors have cut funding since 2022. The war’s carbon footprint adds a self-defeating layer to the crisis. Estimates show the first two weeks of war alone produced five million tons of CO2. That is more than the combined annual emissions of 84 countries. The emissions come from a range of sources. They include destroyed homes and buildings, burning fuel reserves, and combat operations. They also cover military equipment’s embodied carbon, and missile and drone production. Post-war reconstruction will push those numbers even higher. The human displacement toll is already staggering. The UN refugee agency counts 3.2 million newly internally displaced people in Iran. More than one million people have been displaced in Lebanon. Thousands of South Asian migrant workers have returned home, cutting off remittances to their local economies. Most Gulf-based migrant workers have stayed, with no better economic options waiting at home.
The geopolitical costs of this conflict will outlast any eventual ceasefire. The war does not just add to the region’s climate burdens. It locks in a feedback loop that will destabilize the Middle East for decades. Governments will redirect more funds to defense and reconstruction, leaving nothing for long-term climate resilience. The White House’s $1.5 trillion Pentagon budget request, submitted weeks after the war began, makes this clear. That budget would generate an estimated 267 megatons of carbon pollution. It creates a double burden. Higher emissions drive more climate chaos, and less money goes to the renewable transition or adaptation measures. Populations will grow more vulnerable to tensions over water, energy, and food. Displacement will spread, hitting refugees, farmers, and women first. Regional states will face growing internal unrest and cross-border friction over scarce resources. The cycle will not break with a single peace deal. It requires tying any ceasefire agreement to mandatory investments in cross-border water security and climate adaptation. Without that, the next conflict will not start over a drone strike or sanctions dispute. It will ignite over a dying aquifer or a dried-up river.
