Dapat rin imbestigahan ang private contractor na siyang nagpapatakbo sa air traffic control system ng Ninoy Aquino International Airport (NAIA) na pumalya ang operasyon sa unang araw ng bagong taon, ayon kay Senador Risa Hontiveros.

Ang power outage ang nagpabagsak sa Communications, Navigation and Surveillance Systems for Air Traffic Management (CNS/ATM) ng Civil Aviation Authority of the Philippines (CAAP) kung kaya’t nais ni Hontiveros na imbestigahan.

Naghain si Hontiveros ng Senate Resolution 401 para ipasiyasat sa Senate committee on public services ang aberya sa NAIA at kasama sa puntirya ng imbestigasyon ang private contractor na hindi naman binanggit ang pangalan.

“It is imperative to also probe who the private contractor of the CNS/ATM is, whether there was a violation of the performance guarantee as may possibly be seen through an examination of documents from the Commission on Audit in the past years,” sabi ni Hontiveros sa kanyang resolusyon.

“…. and investigate the brewing allegations of funding delays and possible corruption in the establishment of the CNS/ATM system, as well as the long interval between the initial negotiations in February 2010 and the inauguration in 2018, and how it may have impacted on air control operations,” dagdag pa ng senador.

Ipinunto pa ni Hontiveros na walang kongkretong plano ang pamahalaan para mapaganda ang sistema kahit na alam nilang ‘outdated’ na ito.

“What is mind-boggling is that despite the fact that government officials had known that the outdated air control system of the Philippines main gateway to the world was in danger of conking out any time and this issue was supposedly already raised at a Cabinet meeting, no concrete plans had been made for upgrade or improvement,” ani Hontiveros.

Dapat din aniyang tingnan ang alegasyon na nalipat ang P13 bilyong pondo para sa system backup sa “cosmetic projects” ng nagdaang administrasyon, kapabayaan sa maintenance at mga kagamitan, at posibleng human error.

Bukod kay Hontiveros ay naghain din ng resolusyon sina Senador JV Ejercito, Jinggoy Estrada, Ramon `Bong’ Revilla Jr. at Senate Majority Floor Leader Joel Villanueva para paimbestigahan ang aberya sa air traffic control system ng NAIA. (Dindo Matining)
